يلتزم المرخص له بتوزيع الكهرباء بالسماح للغير باستخدام شبكاته دون تمييز لإمداد
مستهلكى الكهرباء باحتياجاتهم منها فى حدود الإمكانيات الفنية لهذه الشبكات ،
على أن يكون ذلك بقابل استخدام يقره الجهاز طبقا لقواعد التوزيع المعتمدة منه .
