إذا زالت عضوية أحد أعضاء المجلس أو خلا مكان حل بدلا منه من يليه في عدد الأصوات في آخر الانتخابات من بين المرشحين معه في نفس الشعبة المقيد فيها ويسري هذا الحكم بالنسبة للأعضاء المكلين فإذا لم يوجد أحد منهم فتح باب الترشيح لإجراء الانتخابات خلال الستين يوما التالية لخلو المركز وفي جميع الأحوال تكون مدة العضو الجديد في المجلس هي المدة المتبقية من مدة سلفه .
