على المشاة وقائدى جميع المركبات التزام قواعد المرور وآدابه واتباع إشارات المرور وعلاماته وتعليمات رجال المرور والشرطة .
ويصدر وزير الداخلية القرارات اللازمة لبيان قواعد المرور وآدابه وإشاراته وعلاماته كما يضع الحدين الأقصى والأدنى لسرعة المركبات عند الحاجة .
وللمحافظ عند الاقتضاء أن يحدد السرعة في المناطق التي يعينها داخل حدود المحافظة .
