لا يجوز البدء في استصدار قرارات بتقسيم الأراضي الزراعية وفقا لأحكام القانون رقم ٥٢ لسنة ١٩٤٠ بتقسيم الأراضي المعدة للبناء أو السير في إجراءاتها بغير ترخيص من وزارة الزراعة يصدر طبقا للأوضاع والشروط المشار إليها في المادة السابقة.
