يحظر بغير ترخيص من وزارة الزراعة إقامة أية مبان أو منشآت في الأراضي الزراعية ، عدا الأراضي التي تقع داخل كردون المدن ، وتلك المخصصة لخدمتها أو سكنا لها .
ويصدر مجلس الوزراء بناء على عرض وزير الزراعة قرارا يحدد شروط وأوضاع منح الترخيص والمناطق الجائز منحه فيها.
