يضع المجلس لائحة بالقواعد التى يسير عليها فى مباشرة
اختصاصاته .
ويجوز للمجلس أن يشكل من بين أعضائه لجنة أو أكثر وأن يفوضها فى بعض
اختصاصاته عدا مايتعلق منها بالتعيين أو الترقية أو النقل .
