مؤسسو الهيئة الشبابية هم الذين يشتركون في إنشائها ، ويوقعون وثيقة تأسيسها
ومستندات طلب شهر نظامها الأساسي ، ويسألون عما يستلزمه إنشاء الهيئة من إجراءات
ونفقات وما يترتب عليه من التزامات ، ولا يجوز أن يشترك في تأسيس الهيئة من كان
غير متمتع بحقوقه المدنية والسياسية أو من صدر ضده قرار بالوقف أو بالشطب طوال مدة
الوقف أو الشطب .
