ينتخب المؤسسون من بينهم مجلس الإدارة الأول لمدة أربع سنوات ، ويفوض هذا المجلس
من بين أعضائه عضوا أو أكثر ينوب عنه في اتخاذ إجراءات الشهر، وعلى المفوض أن يتقدم
إلى الجهة الإدارية المختصة طلب شهر الهيئة الشبابية موضحا به مقرها وموقعا عليه
من رئيس مجلس الإدارة.
وتحدد الجهة الإدارية المركزية الأوراق المطلوبة ، ونظام قيد طلبات الشهر ، والسجلات
الخاصة بذلك.
