لا تشمل الموازنة العامة للدولة الموارد والاستخدامات الجارية والرأسمالية للبنوك
المملوكة أسهمها بالكامل للدولة ، ويئول صافي أرباح هذه البنوك للخزانة العامة للدولة ،
وذلك بعد اقتطاع ما يتقرر تكوينه من احتياطيات أو حصة العاملين في الأرباح
أو احتجازه من أرباح أو زيادة في رأس المال أو غيرها من المتطلبات الرقابية الأخرى التي
يفرضها البنك المركزي .
