يجب أن يبين فى الأمر ، فضلا عما قضى به ، اسم المتهم والواقعة التى عوقب من أجلها ومادة القانون التى طبقت والأسباب التى بنى عليها .
ويعلن الأمر إلى المتهم والمدعي بالحقوق المدنية على النموذج الذي يقرره وزير العدل ، ويجوز أن يكون الإعلان بواسطة أحد رجال السلطة العامة.
