تقدم الدولة المعونة الفنية والمالية للجمعيات التعاونية عن طريق الهيئة العامة لتنمية الثروة السمكية ويجوز ندب العاملين بالحكومة والقطاع العام للعمل كل أو بعض الوقت بوحدات البنيان التعاونى بناء على طلبها .
وتنظم اللائحة التنفيذية قواعد وإجراءات ندب هؤلاء العاملين .
