للوزير المختص بعد أخذ رأى الاتحاد التعاونى الإنتاجى المركزى أن يصدر قرارا مسببا بحل مجلس إدارة المنظمة التعاونية إذا تعذر على المجلس مواصلة عمله بانتظام بسبب الانقسام بين أعضائه أو بسبب خروجه على أحكام القوانين واللوائح أو على النظام الداخلى أو اللوائح المعمول بها فى المنظمة التعاونية أو على قرارات الجمعية العمومية أو القرارات أو التعليمات التى تضعها الجهة الإدارية المختصة فى حدود اختصاصها أو بسبب عدم توخى العدالة فى أداء الخدمات أو الإهمال فى المطالبة بحقوق المنظمة التعاونية قبل الأعضاء أو العاملين بها أو الغير .
ويجب أن يسبق قرار الحل تحقيق كتابى يسمح فيه دفاع أعضاء المجلس وفقا لأحكام الفقرة الأخيرة من المادة (٧٣) .
