تحدد بقرار من وزير الإصلاح الزراعى وإصلاح الأراضى — بعد أخذ رأى وزير الأشغال ، المناطق التى يجوز أن تباع بها الأراضى البور والأراضى الصحراوية غير المزروعة — لاستصلاحها وذلك بعد التحقق من إمكان انتفاعها بالرى من المياه الجوفية أو غيرها من موارد المياه .
