يكون للشركة إصدار سندات رسمية بترخيص من رئيس مجلس الوزراء بناء على عرض الوزير المختص وبعد أخذ رأى مجلس إدارة هيئة القطاع العام التي تشرف على الشركة متى اقتضت مصلحة الاقتصاد القومي ذلك.
على أنه إذا كانت السندات قابلة للتحويل إلى أسهم تعين عدم الإخلال بالحد الأدنى لنسبة مساهمة الأشخاص العامة وشركات والبنوك المملوكة أسهمها بالكامل للدولة* في رأس المال.
