تتكون الجمعية العمومية للاتحاد من جميع الأعضاء العاملين المقيدين به، وتكون هى السلطة المختصة بشئون الاتحاد.
ولكل من هؤلاء الأعضاء المسددين للاشتراكات المستحقة حتى آخر اشتراك سنوى، حق حضور اجتماعات الجمعية العمومية بنفسه أو بمن يمثله قانونا أو بموجب توكيل موثق لعضو آخر.
