يكون للاتحاد جمعية عمومية ومجلس إدارة، وشعب نوعية، وتحدد اللائحة التنفيذية الشعب النوعية والأحكام المتعلقة بها وقواعد إنشاء الفروع والمكاتب بالداخل والخارج.
ويصدر الوزير المختص قرارا بالنظام الأساسى للاتحاد وشعبه وفروعه ومكاتبه ولجانه، وذلك بعد موافقة جمعيته العمومية.
