مجلس إدارة الاتحاد هو السلطة المهيمنة على شئون الاتحاد وتصريف أموره وله أن يتخذ من القرارات ما يراه لازما لمباشرة اختصاصات الاتحاد لتحقيق الأغراض التى أنشئ من أجلها وفى إطار الخطط والسياسات العامة التى تضعها الجمعية العمومية.
وله أن يشكل لجانا أو مجموعات عمل لإجراء دراسات أو بحوث معينة وفق ما تحدده اللائحة التنفيذية لهذا القانون والنظام الأساسى للاتحاد.
