يتكون مجلس إدارة الاتحاد من 27 عضوا وتنتخب الجمعية العمومية ثلثى عدد الأعضاء بحيث يمثلون الشعب النوعية بأعداد متساوية، ويصدر بتعيين الثلث الباقى قرار من الوزير المختص.
وينتخب مجلس الإدارة فى أول اجتماع له هيئة المكتب.
وتحدد اللائحة التنفيذية مواعيد وإجراءات الترشيح والانتخاب لمجلس الإدارة وهيئة مكتبه.
