يحظر على أصحاب المخابز والمحال العمومية أو المسئولين عن ادارتها بغير ترخيص من وزارة التموين:
(أولا) أن يصنعوا أو يعرضوا للبيع أو يحرزوا بأية صفة كانت غير الخبز المصنوع من الدقيق المشار اليه فى المادة السابقة.
(ثانيا) ادخال دقيق أية مادة أخرى على الدقيق سالف الذكر أثناء عملية الخبز ويحدد وزير التموين بقرار منه الطريقة التى يجب على أصحاب المخابز أو المسئولين عن ادارتها اتباعها فى رغف العجين (تقريصه).
