يحظر على أصحاب المطاحن ومديريها المسئولين أن يبيعوا أو يسلموا على أى وجه كان أية كمية من مقادير القمح أو المشعر أو الشعير أو الأرز أو الذرة الموجودة أو التى توجد فى حيازتهم بغير ترخيص من وزارة التموين على أنه يجوز لهم بيع الدقيق الناتج من هذه الحبوب بمقتضى أذونات تصدر لهذا الغرض من وزارة التموين أو فروعها.
