يحظر الاستيلاء على المواد والمنتجات وغير ذلك من السلع التى توزعها الحكومة أو الهيئات أو الجمعيات الخيرية أو الأفراد لإغاثة الفقراء والمصابين من أهالى المديريات والجهات التى يصدر بتعيينها قرار من وزير التموين سواء أكان الاستيلاء عن طريق الشراء أم المقايضة أم بأية وسيلة أخرى
