لوزير التموين بقرار يصدره أن يفرض على أصحاب الصحف وأصحاب المطابع ومتعهدى بيع الصحف والمشتغلين بتجارة الصحف المرتجعة مسك السجلات وتقديم البيانات اللازمة لمراقبة تنفيذ أحكام المواد 38 و39 و40 من هذا المرسوم بقانون.
