يرأس النقيب الجمعية العمومية فإذا تغيب تكون الرئاسة لأكبر الوكيلين سنا وفي حالة غيابه يتولى رئاسة الجمعية الوكيل الثاني وفي حالة غيابهما يتولى هذه الرئاسة أكبر أعضاء مجلس النقابة الحاضرين سنا .
ويصدر قرار الجمعية العمومية بأغلبية أصوات الأعضاء الحاضرين فإذا تساوت يرجح رأي الجانب الذي فيه الرئيس وفي حالة اقتراح تعديل قانون النقابة يجب أن يصدر القرار من الجمعية العمومية بأغلبية ثلاثة أرباع أعضائها الحاضرين .
