لا يكون انعقاد الجمعية العمومية للنقابة صحيحا إلا إذا حضر الاجتماع ربع عدد الأعضاء على الأقل فإذا لم يكتمل العدد أجل الاجتماع أسبوعين و يكون اجتماع الجمعية العادية الثانية صحيحا إذا كان عدد الحاضرين مائتي عضو على الأقل وتكرر الدعوة حتى يكتمل هذا العدد . ولا يجوز للجمعية العمومية أن تنظر في غير المسائل المدرجة في جدول أعمالها .
