يجوز للطالب أن يتظلم من قرار المصلحة المشار إليها فى المادة (٧٧) من هذا القانون وذلك خلال ثلاثين يوما من تاريخ إخطاره به ، وتنظر التظلمات لجنة أو أكثر تشكل بقرار من الوزير المختص من ثلاثة أعضاء أحدهم من أعضاء مجلس الدولة .
وتحدد اللائحة التنفيذية لهذا القانون قواعد تشكيل اللجنة وإجراءات تقديم التظلمات ونظرها والبت فيها .
