ينشأ بديوان عام كل محافظة وحدة إدارية من مستوى تنظيمي مناسب تتبع المحافظ مباشرة, كما تنشأ بكل وحدة محلية ذات الوحدة الإدارية تتبع رئيس الوحدة المحلية مباشرة, وذلك لتنفيذ خطة المحافظة في مجال محو الأمية وعلى المحافظة توفير كافة الموارد المالية والبشرية اللازمة لعمل هذه الوحدات.
