يستمر العمل بالمزايا المقررة للنزاهة والأنظمة الوظيفية للعاملين بكادرات خاصة .
كما يستمر العمل بالقرارات واللوائح الصادرة بتنفيذ أحكام التشريعات المشار إليها بالمادة الثانية القائمة في تاريخ العمل بهذا القانون فيما لا يتعارض مع أحكامه وذلك لحين صدور القرارات المنصوص عليها فيه .
