تتولى الجهات التي كانت تقوم بتطبيق التشريعات المشار إليها في المادة الثانية صرف الحقوق التي كانت مقررة بتلك التشريعات والفروق التي يقررها القانون المرافق لأصحاب المعاشات والمستحقين الذين كانوا معاملين بتلك التشريعات قبل العمل بأحكامه .
وتلتزم تلك الجهات بالحقوق المشار إليها بالفقرة السابقة .
