تسري أحكام هذا الباب تدريجيا على العاملين لدى أصحاب الأعمال الذين يصدر بتحديدهم قرار من وزير الصحة وذلك دون الإخلال بحقوق المؤمن عليهم الذين انتفعوا بالتأمين الصحي وفقا لأحكام القانون رقم ٦٣ لسنة ١٩٦٤ أو القانون رقم ٧٥ لسنة ١٩٦٤ المشار إليهما .
