يلتزم العاملون القائمون على تنفيذ أحكام هذا القانون ، فى جميع الجهات المختصة
ذات الصلة ، بمراعاة الأهداف والمبادئ والإجراءات والمواعيد الواردة به وبلائحته التنفيذية .
ويكون تيسير الإجراءات على المستثمرين وسرعة وإنجاز مصالحهم المشروعة ، من
المؤشرات الأساسية لقياس أداء هؤلاء العاملين وأحد سبل تحديد مسئوليتهم الوظيفية .
