يرأس النقيب مجلس النقابة فإذا تغيب رأسه الوكيل الأكبر سنا فإذا تغيب رأسه الوكيل الثانى وإذا تغيب كلاهما رأسه أكبر الأعضاء الحاضرين سنا ، ويرأس النقيب أى اجتماع يحضره على كافة المستويات النقابية ويمثل النقيب النقابة لدى القضاء والجهات الإدارية وفى علاقاتها بالغير .
ويجوز للنقيب أن يفوض وكيل النقابة فى ممارسة بعض اختصاصاته .
