يرأس النقيب الجمعية العمومية فإذا تغيب تكون الرئاسة لأكبر الوكيلين سنا ، وفى حالة غيابه يتولى رئاسة الجمعية الوكيل الثانى وفى حالة غيابهما ، يتولى رئاسة الجمعية أكبر أعضاء مجلس النقابة الحاضرين سنا .
وتصدر قرارات الجمعية العمومية بأغلبية أصوات الأعضاء الحاضرين فإذا تساوت الأصوات يرجح رأى الجانب الذى منه رئيس .
وفى حالة اقتراح تعديل قانون النقابة يجب أن يصدر قرار الجمعية بأغلبية ثلاثة أرباع أعضائها الحاضرين .
