يتكون رأسمال الهيئة مما يلي :
١ — رؤوس أموال شركات ووحدات قطاع الإنتاج الحربي .
٢ — أنصبة الدولة في رؤوس أموال الشركات والوحدات التي تشرف عليها الهيئة أو التي تساهم فيها بالاشتراك مع الأشخاص الاعتبارية العامة أو الخاصة .
٣ — الأموال التي تخصصها لها الدولة .
