لمجلس الإدارة أن ينشئ بالهيئة أجهزة أو وحدات متخصصة للمعاونة في تحقيق أهدافها أو لممارسة أنشطة مركزية لخدمة الشركات التابعة لها ، وتخضع تلك الأجهزة أو الوحدات في مباشرة نشاطها للنظم والقواعد المطبقة على الشركات التابعة للهيئة .
