وفروعه والهيئات العامة والمؤسسات العامة والشركات التابعة لها والجمعيات
العامة والخاصة وأجهزة القطاع الخاص التى تباشر أعمالا عامة ، وكذلك
جميع الجهات التى تسهم الدولة فيها بأى وجه من الوجوه .
