مع مراعاة حكم المادة السابقة، يشترط فيمن يعين مدرسا أن تكون قد مضت ست سنوات على الأقل على حصوله على درجة البكالوريوس أو الليسانس أو ما يعادلها.
فإذا كان من المدرسين المساعدين أو المعيدين فى إحدى الجامعات الخاضعة لهذا القانون، فيشترط فضلا عما تقدم أن يكون ملتزما فى عمله ومسلكه منذ تعيينه معيدا أو مدرسا مساعدا بواجباته ومحسنا أداءها، وإذا كان من غيرهم فيشترط توافره على الكفاءة المتطلبة للتدريس.
