يقدم رئيس مجلس الدولة كل سنة كلما رأى ضرورة
لذلك تقريرا إلى رئيس مجلس الوزراء متضمنا ما أظهرته الأحكام
أو البحوث من نقص فى التشريع القائم أو غموض فيه أو حالات إساءة
استعمال السلطة من أية جهة من جهات الإدارة أو مجاوزة تلك الجهات
لسلطتها .
