لا يكون اجتماع الجمعية العمومية صحيحا إلا إذا حضره على الأقل ( ٥٠٠ ) خمسمائة عضو ممن لهم حق حضور الاجتماع ، فاذا لم يتوافر هذا العدد بعد مضى ساعة دعيت الجمعية العمومية إلى الاجتماع ثانية فى ظرف ٢١ يوما من تاريخ الاجتماع الأول ، ويكون انعقادها فى هذه الحالة صحيحا إذا حضره ( ٢٠٠ ) مائتا عضو على الأقل .
وتصدر الجمعية العمومية قراراتها بالأغلبية ، فاذا تساوت الآراء يرجح رأى الجانب الذى فيه الرئيس .
