تكون للجنة العليا موازنة مستقلة تدرج ضمن الموازنة العامة للدولة .
وتضع اللجنة العليا لائحة لتنظيم شئونها المالية تتضمن قواعد وإجراءات الإنفاق
من الاعتمادات المالية المخصصة لها ، وبيان المعاملة المالية لأعضائها وللعاملين بها
ورؤساء وأعضاء اللجان المنصوص عليها بهذا القانون ولكل من تستعين بهم .
