تشكل اللجنة العليا برئاسة رئيس محكمة استئناف القاهرة وعضوية :
أقدم نائبين من نواب رئيس محكمة النقض .
أقدم نائبين لرئيس مجلس الدولة .
أقدم رئيسين بمحاكم الاستئناف تاليين لرئيس محكمة استئناف القاهرة .
وتختار المجالس العليا للجهات القضائية المشار إليها عضوا احتياطيا بمراعاة الأقدمية .
وتكون للجنة العليا شخصية اعتبارية عامة ، ويكون مقرها القاهرة الكبرى ،
ويمثلها رئيسها .
ويجوز للجنة العليا فى حالة الضرورة أن تعقد اجتماعاتها فى أى مقر آخر تحدده .
