تشكل اللجنة العليا لجنة انتخابية بكل محافظة ، يشار إليها فى هذا القانون
بعبارة (لجنة انتخابات المحافظة) ، تكون برئاسة رئيس المحكمة الابتدائية وعضوية قاض
بمحاكم الاستئناف ، ومستشار بمجلس الدولة ، وأحد نواب رئيس هيئة قضايا الدولة ،
وأحد نواب رئيس هيئة النيابة الإدارية ، تختارهم المجالس الخاصة لهذه الجهات
والهيئات القضائية ، كما تختار هذه المجالس عضوا احتياطيا يحل محل العضو الأصلى
عند قيام مانع لديه ، وتحدد اللجنة العليا اختصاصات هذه اللجنة .
