يعتبر رئيس البعثة الدبلوماسية قنصلا عاما فى دائرة اختصاص بعثته وبما لا يتعارض مع دوائر اختصاص القنصليات العامة والقنصليات الصادر بإنشائها قرار من رئيس الجمهورية وله أن يعهد باختصاصاته القنصلية كلها أو بعضها إلى أحد أعضاء البعثة الدبلوماسية التابعين له .
