تنشأ أمانة عامة تتبع الوزير المختص بالحكم المحلى، وتعتبر أداة مجلس المحافظين فى مباشرة اختصاصاته، وتتولى الشئون المشتركة للوحدات المحلية وكذلك دراسة وبحث الموضوعات الواردة من الوحدات المحلية وإعدادها للعرض على المجلس، وكذلك الموضوعات التى يعهد إليها المجلس بدراستها – كما تتولى إبلاغ قرارات المجلس وتوصياته إلى الجهات المركزية والمحلية ذات الشأن ومتابعة تنفيذها.
