يكون لكل مدينة رئيس له سلطات وكيل الوزارة ورئيس المصلحة فى المسائل المالية والادارية بالنسبة لأجهزة وموازنة المدينة على النحو الذى تبينه اللائحة التنفيذية ويقسم اليمين المبينة بالمادة (25) أمام مجلس المدينة قبل مباشرته لأعماله.
