ينشئ المجلس الشعبى المحلى للمدينة حسابا للخدمات والتنمية للمدينة ويصدر بتنظيم هذا الحساب قرار من المحافظ وتعتبر أموال هذا الحساب أموالا عامة وبصفة خاصة فيما يتعلق بتطبيق قانون العقوبات وفيما يختص بالتحصيل والصرف والرقابة ولا يؤول فائض هذا الحساب الى الخزانة العامة.
