للمجلس الشعبى المحلى للمحافظة فى حدود الموازنة المعتمدة أن يقرر تقديم المعونة المالية والفنية والادارية للجهات ذات الأغراض الاجتماعية والخيرية والعلمية فى دائرة اختصاصه والموافقة على اقراض الجمعيات التعاونية ومساعدتها فنيا واداريا بما يمكنها من القيام باختصاصاتها.
