يجوز للمجلس الشعبى المحلى للمحافظة فى حدود الخطة والموازنة المعتمدة أن يقترض للقيام بمشروعات انتاجية أو استثمارية لازمة للمحافظة أو للوحدات المحلية فى نطاقها بما لا يجاوز عشرين فى المائة من المجموع السنوى لايراداتها الذاتية أو ايرادات الوحدة المحلية التى تنشأ فيها هذه المشروعات بشرط الا يجاوز حد المديونية فى أى وقت 40% من مجموع تلك الايرادات الا بموافقة مجلس المحافظين.
