يجوز للمجلس الشعبى المحلى للمحافظة التصرف بالمجان فى مال من أموالها الثابتة أو المنقولة أو تأجيرها بايجار اسمى أو بأقل من أجر المثل بقصد تحقيق غرض ذى نفع عام وذلك اذا كان التصرف فى حدود مبلغ خمسين ألفا من الجنيهات فى السنة المالية الواحدة أو كان لاحدى الوزارات أو المصالح الحكومية أو الهيئات العامة ولا يجوز التصرف فيما يزيد على ذلك الا بموافقة مجلس المحافظين.
