تحدد الأجهزة المالية المختصة بكل وحدة محلية مشروع موازنتها السنوية شاملا لايراداتها ومصروفاتها وفقا للقواعد المعمول بها فى وضع موازنة الدولة وترفعه الى المحافظة وذلك قبل بدء السنة المالية بخمسة أشهر على الأقل على أن يرفق بالمشروع جميع البيانات والمستندات التى بنيت عليها تقديرات الايرادات والمصروفات.
