يجوز لعدد لا يقل عن خمسة من أعضاء المجلس الشعبى المحلى أن يطلبوا طرح موضوع عام يتصل بالمحافظة أو بغيرها من الوحدات المحلية فى نطاقها للمناقشة العامة.
وللمجلس مناقشة هذه الموضوعات وتبادل الرأى بشأنها وذلك وفقا للأوضاع والاجراءات التى تحددها اللائحة التنفيذية.
